What is the capitol of the European Union?

The European Union doesn't have an official "capital", but Brussels, Strasbourg and Luxembourg all hold important parts of the administration.
Brussels is probably the nearest thing to a capital.

If by capitol you mean a goverment building, the nearest equivalent to an American capitol is probably the European Parliament Building in Stasbourg.

Details: Brussels is the seat of the European Commission and the European Council, so to say the government of the EU, Strasbourg is the seat of the European Parliament, and Luxembourg is the seat of the European Court.
