Not sure if you will call it a country, but Jersey in the Channel Islands has reclaimed land.

Jersey isn't a country but it is protected by the UK so it certainly counts as a correct answer.

England has, too. On the Lancashire coast there's quite a bit of reclaimed land. Why is it called re-claimed? Sometimes it's never been claimed in the first place....

Land Reclamation in the Middle East

Holland and Japan are noted for reclaiming land from the ocean, using landfill as a means to increase useful land area. In Japan, the new international airport in Tokyo Bay is an example of the use to which land reclamation can be put. Entire business districts in the Tokyo district are built on land reclaimed from the sea, as are several high-density residential districts. During the apartheid years in South Africa, land was reclaimed from the sea in the Table Bay area of Cape Town and the Foreshore business district is now located there.

Jersey is a Bailiwick and is one of the remaining parts of the Duchy of Normandy. It's not part of the UK, but is under the Queen in her role as Duke of Normandy. (She's also Duke of Lancaster - not Duchess.) (For Americans who might be having trouble with this not being part of the UK thing, think of Puerto Rico - it's not part of the United States as such, but is a Commonwealth in association with the USA. Not a totally complete analogy, but it gives the idea.)

Following frankie's mention of the US, several bay cities have reclaimed land from the sea, such as Seattle and memorably San Francisco, after the 1906 quake. Ironically, it was on that very reclaimed land that much damage to property occurred during the 1989 Loma Prieta earthquake.
