In Darts, who was the first person to get a televised nine dart finish, and also who was the first person to get a maximum 147 break in snooker?

I believe it was John Lowe in the World Matchplay championships in 1984. He received £102000 for achieving it.
If you mean the first televised 147 that would be Steve 'the nugget' Davis in the Lada Classic in 1982. He received a Lada for that feat!
