On 'Family Guy', why, when the Griffin house went on fire at Christmas, was Brian unable to put the fire out, even though there was a fire extinguisher there?

Yes, because the fire extinguisher was a gag object, where it shot out paper snakes that many people use to scare loved ones in peamut cans. When he fired them, the fire spread further, and eventually claimed most of the Griffin house.
