Mixed fur to long fur is natural selection, similar to selective breeding for a specific trait. The genes already exist and don't necessarily need to be changed. The process of randomly adding information to cells is different and would require much more time (into the millions of years) than the couple of generations that short-haired rabbits would die off in a cold climate leaving only long-haired rabbits behind.
Just saying that there is a difference, even if it doesn't matter much to anyone.
