What is "The Rule of Three" in Forensics?

Question #72547. Asked by zbeckabee. (Nov 22 06 1:09 PM)

"The Rule of Three states that 3/n is an upper 95% confidence bound for binomial probability p when in n independent trials no events occur."
This is an abstract from http://links.jstor.org/sici?sici=0003-1305(199705)51%3A2%3C137%3AALATRO%3E2.0.CO%3B2-2
    (their abstract, not mine!)
Basically, the use in forensics is as a statistical tool to determine if there's a likelihood that someone has been naughty or if things just happen like that normally without interference. It's not a legal proof of guilt, but rather a cause for further digging and possible submission to the prosecutors. That's the way I see it, anyway.... Come on Peasy, you're the mathematician.....
