How exactly do people born on a leap day age, if they only turn a certain year old every four years? Does their age just go 4, 8, 12, etc.?

They age like anyone else they just don't get an actual birthday on their actual day except every four years. As for my daughter born 2/29/00 we usually just celebrate her birthday each year on 2/28 except during leap years...when she turned four we had her part on 2/29!

What's the legal definition though, for activities for which attaining a certain age is necessary, such as drinking, driving, etc.?

Some parents of people whom are born on February 29th, change the birth certificates (legally of course), just so that they can be legally 18 years old when they are 18-not when they are 72!
