The most common birthdate in the US is October 5, which is at the end of the gestation period of a human if conception were to take place on New Year's Eve

For part two of your question:
For 1998 (the most recent information available), the top three months were July, August and September, in that order. Although the numbers can vary slightly year-to-year, it is almost always summer and fall months that have the highest birthrates.
