Why wouldn't a partnership issue debentures on the Stock Exchange?

To be listed on the Stock Exchange (speaking here of the main London, New York and so on type), a business has to be a limited liabilty company, whether a plc, a Ltd or an Inc. Stock Exchanges deal in shares. A partnership doesn't have shares of that sort. A partnership doesn't have limited liability - if it does, it's not a partnership any more. Partners are responsible for all the debts of their partnership. Even some fairly big limited liability companies don't get listed on the main exchanges now. They have to go on the smaller provincial ones. But even there, you won't find partnerships.
