Why do train horns have to whistle as they come into a city or populated area?

Question #73604. Asked by FuturePirate. (Dec 21 06 2:47 PM)

I assume this is a safety precaution...my husband works for Amtrak and tells me the majority of people killed by trains are hit when there has been no horn blown as a warning they are near...they travel at such a high rate of speed that most times you don't even hear em coming until they're right on top of you.

Train whistles are used for safety as well as communication:

In the UK the train horn has to be sounded when the train is approaching a right-of-way that crosses the line ahead. True in the countryside as well as in a built up area.
