Gerald Ford
He was the first person appointed to the Vice-Presidency under the terms of the 25th Amendment; and, upon succession to the presidency, he became the only president in U.S. history to fill that office without having been elected either President or Vice-President.

Ironicaly, his immediate predecessor was the only man to be elected twice as VP and twice as president.

Did you mean to ask, "How many US presidents were not elected to either the office of President or Vice-President?" Gerald Ford was elected to the House of Representatives twelve times.
A number of presidents were not elected to the office of President, of course. (Sorry, I'm not trivial enough today to look up the exact number.)
