    Okay, I'm just guessing here...is the TV detective Kojak and the confection a lollipop?

    The word poplolly is an ancient word for a lovely maiden, according to the book 'Poplollies and Bellibones' by Susan Leltz Sperling - I have a copy here somewhere under a heap of others, but till I manage to unearth it, here's a dictionary reference.
