The Japanese Self defense force (JSDF) is completeley voluntary and as such recruitment is actually a problem. As such people can also resign whenever they feel like it as you would a normal job. Even so their numbers were 239,430 as 2005 for their 3 different services. So as many men as they can get would be eligible to join.

As for arms, they now still have Tanks, planes and boat craft but these are called special vehicles, the army was renamed the Ground Defense Force etc, this was for two main reasons 1) There were still threats from Russia and other countries looking to invade and 2)a public unrest was brewing and the police were ill equipped to handle it.
