Wellington, New Zealand, pop. 370,000, I'd say.
Wellington was a duke, of course, and rose through the ranks from ensign to field marshal, being a general for a while.
Whoops! Washington, D.C., pop. 582,049 in city limits, urban 5.8 million, named for Gen. Washington, of course.

I'll throw this one out...Houston, Texas.

Named after General Sam Houston.

Alexandria / Al-Iskandariya in Egypt comes close as well. As of 2001, population is 3.5 million.
The name of the city, of course is derived from one of the greatest generals the world has ever seen, Alexander the Great of Macedon.

I grew up in Jacksonville. It's city limits are huge because they (we) consolidated with Duval County sometime around 1967 or so. But you drive for miles through pine forests after crossing the technical city limits. It's much bigger now, but the population is still less than a million and a half.

Many good answers here... The largest city/suburb which actually names the general“s rank is, I think,
General Sarmiento, a suburb of Buenos Aires, Argentina (pop.650,000). But I agree on both Houston and Alexandria - but which is the most populated?

Sorry to toot my own horm here, but nobody's come up with a city with a larger urban area than Washington, D.C. According to Wikipedia, it's "urban" population is 5,800,000 and the "metro" is 8,026,807. (Within city limits 582,049.) Houston's is 5,280,077 in the same source.
