"Cities in the United States do have many oddities, like Maza, North Dakota, the smallest city in the country, has only 5 inhabitants, but is still incorporated. It does not have an active government, and the mayoral hand changes frequently (due to the lack of city laws), but it is considered a relatively inactive government."
