    Is it possible to find out which region in France an address is from what I assume is their equivalent of our post code, i.e. Chateau D'Agnes 82340, St Loup?

    The first two digits indicate the department. Departments are numbered in roughly alphabetical order (01 = Ain; 02 = Allier, etc). There's a list of them and a map here;
