I think the second answer accounts for it, but you have to distinguish between city limits and urban areas, the real picture is given by urban areas which do not respect administrative boundaries but are based on an actual metropolis. Therefore I can't see the Mongolian answer covering that as despite being classed as a geographical city will probably be mainly rural.

I lived in Greater Atlanta for 13 years. The majority of "Atlanta" is surrounding metro area. The 4th largest statistic is way off. It is, as far as city proper is concerned, relatively small. So this answer is quite like the Hulunbuir answer like Satguru has pointed out.
"According to the United States Census Bureau, the city has a total area of 343.0 km² (132.4 mi²). 341.2 km² (131.8 mi²) of it is land and 1.8 km² (0.7 mi²) of it is water. The total area is 0.51% water."
"The population of the Atlanta region spreads across a metropolitan area of 8,376 square miles – a land area larger than that of six states...... As of the 2000 census, only one in ten area residents lived inside Atlanta itself."
There is 19 towns that are considered part of the "Atlanta" sprawl.]

As for the NYC stat....
"New York City has a population of 8.1 million within a land area of 321 square miles (830 km²),[2] making it the most densely populated city in North America. With a population of 18.7 million, the New York metropolitan area is also one of the largest urban areas in the world."
I wish to know the criteria used "city mayors statistics" site. It is questionable.

When measuring the total land area, the Anchorage metro area spans a total of 26,379 total square miles. The area has a very low population density of 13 persons per square mile.
