Shenzhen has been one of the fastest growing cities in the world since the open policy in China dated back to 1978. In 1978, Shenzhen was a fishing community of about 300,000 people. Today, its population is 7 million and counting.
I am wondering if other prominent cities have risen with this speed and scale, both contemporary and historically?

I do not believe so, even though all major American and European cities threatened to collapse due to overwhelmig overcrowding during the industrialisation at the mid-to end-1800's. Than, there are cities like Sao Paulo, Brazil, Mexico City or Buenos Aires, Argentina who saw an incredible population growth starting after WWII.
Shenzhen's growth took place in less then half of that time frame. Located conveniently at the coast in the center of Far-Eastern Trading routes made the city what it is today. Plus, Chinas vast population and its 2-digit economical growth since the 1990's as a country sure did contribute to such a rush in expanse.
