    He was a Danish philologist who was a founder of comparative linguistics. Jacob Grimm is the man that was "inspired by him" (more detail in the following link), and the law you're asking about is called Grimm's Law.

    That is correct; another possible answer is Karl Verner, whose Verner's Law described linguistic sound changes.http://en.wikipedia.org/wiki/Karl_Verner
