No, the heart is merely a hollow, pumplike organ. But I guess if your physical state (i.e. pain, health, etc.) controls your mood, then the heart may have an indirect role in your emotions.

Function of the Heart
The heart's only function is to pump blood. The right side of the heart pumps blood to the lungs, where oxygen is added to the blood and carbon dioxide is removed from it. The left side pumps blood to the rest of the body, where oxygen and nutrients are delivered to tissues and waste products (such as carbon dioxide) are transferred to the blood for removal by other organs (such as the lungs and kidneys).

Referring to the "heart" actually has two meanings. There is the blood-pumping organ and there is the more existential meaning of the "center" of our being. The heart of something is the very core of what it means to be whatever it happens to be. Such as "we need to get to the heart of the matter". In this sense, its in our "heart" that we feel all emotion.

Also when a person is feeling certain emotions, like falling in love with another person, they naturally get excited. That excitement causes their blood to rush and their heart to beat faster. Thus the romance of love is so often associated with the heart.
