A feature film is a film with a running time of 40 minutes or longer. There doesn't seem to a minimum 'lenth' in regards to feet required. Time appears to be the guideline.

The reference numbers you gave is the American equivalent of what the French Film Commission considers a Feature Length Film.

By the way........Your math is a bit off.
