No, the Vatican city is a sovereign entity within the Holy See which is in Rome, Italy.

The Holy See is the Official name for the Governing Body of The Roman Catholic Church. Hence the Vatican. Hence Vatican City, which is a Sovereign Country contained within a City (Rome) within a Region (Lazio) within a Country (Italy).
