I vaguely remember being taught a song at school, which had Franglais lyrics and began "It is raining sur la plage..." Where does this song come from, who sang it and where can I find the rest of the lyrics?

Well, gmack, the closest I could come is a Flanders and Swann song called "Rain on the Plage." It doesn't quite seem to fit the bill, but I'm posting it anyway, because it's sort of amusing.
There are alternate lyrics to "Frere Jacques" that begin "Sur la plage, Sur la Plage" (there's actually a Wiki site on such variant lyrics), but they don't have anything to do with rain.

I had forgotten how it went exactly.
I now recall that the same music teacher also taught us the Flanders and Swan songs "The Gnu", "In The Bath" and the brilliantly twisted "Misalliance" so I ought to have guessed.
