I don't think that either of them wanted to be made king. Caesar defeated many enemies and Gracchus had some initial success but in the end both were murdered by their enemies. Both supported reform and causes that favored the "populares" and plebs over the patricians.

Oh, there are good reasons to think that both Tiberius Gracchus and Julius Caesar were hoping for a return to the monarchy, with themselves on the throne. After the overthrow of the Tarquins and the establishment of the Republic, constant debate regarding the merits of the two systems ensued, for centuries, and it continued during the Empire. It was an argument that was never truly resolved.
