Satellite phones are similar to cellular phones. Where cellular phones connect with towers, satellite phones transmit and receive signals from actual satellites orbiting the Earth.
They are used in most countries. They can be used by civilians, but they are expensive.

Satellite phones are not Country specific. They are a Global communication network usable VIRTUALLY anywhere. A large number of Communication Satellites are privately owned and the cost for accessing the networks can be exorbitant.
