What does it mean "to plump for somebody" in an election?

It actually means more than that. Remewmber this is in connection with an election.

In 19th C elections for the British parliament, some constituencies returned two MPs, so often two candidates from each party would stand.
Electors were given two votes they could use as they liked.
Some electors used BOTH votes for the same candidate. THIS is what was called 'plumping' for the candidate. When results were published, lists of who had voted for whom contained a section 'Plumpers for A', meaning people who had used both votes for the same man. These were the days before secret ballots of course.
