The Tomahawk was/is available for LEGAL purchase. But not for legal, public use.
"Chrysler sold nine replicas through Neiman Marcus, for up to $555,000 each. The motorcycles cannot be legally driven on public roads. A Chrysler spokesman told Reuters they were meant as rolling sculptures - but they can probably still be driven on private roads (the rolling-sculpture comment may be designed to avoid legal liability)."

As For the Fastest part....
"The Dodge Tomahawk can reach 60 miles an hour in about 2.5 seconds, and has a theoretical top speed of nearly 400 mph."
0-60 is not all that fast. It is the top speed (400 MPH) that is mind blowing!

Ths Dodge Tomahawk is hardly a motorcycle since it has 4 wheels, stays upright when you dismount and cannot be leaned over when going round a bend.
As your link suggests /cars/concept it's more car than bike.
The 400mph is only a calculated gearing measurement.
That is, in top gear at maximum revs this is the speed at which the circumference of the rear tyres rotate.
On an open road it is thought that wind resistance would limit it to 300mph

Sadly the Hayabusa link fails to mention any top speed.
Whilst it was once the fastest it no longer is.
The world's fastest production bike. In the mid-1970s, Honda was more Austin-Morris to Kawasaki's Austin Powers, with the groovy Z1 out-glamming the more pioneering but sensible CB750 and out-blasting everything else with its 135mph top speed.
Once started, it quickly became a tradition, with various Z1000s, GPZ1100s, the GPZ1000RX, ZX-10 and the unassailable ZZ-R1100 successively holding the "world's fastest" mantle. Then came the Honda Blackbird and Suzuki's Hayabusa, and the ZZ-R faded - a very fast, but no longer the fastest, bike. The ball had been dropped, until the arrival of Morita-san.
So cue a roll of drums… the new fastest motorcycle in the world has arrived - the Kawasaki ZZ-R1400.
From a standstill, Bike magazine has timed the ZZ-R at five seconds to 100mph, 10 seconds to 140mph.
Top speed is 193mph.
