Are "freak shows" illegal in the United States?

Freak shows are outlawed in a number of U.S. states. For example, Michigan law forbids the "exhibition of any deformed human being or human monstrosity, except as used for scientific purposes".

We have a 'Freak Show' here in Panama City, Florida. I's called 'Ripley's believe it or not'. I haven't been yet (just built last year), but most people that I talked to said it was okay. I can't see paying money to see stuff like that, though, it's not for me.
