Might it be Arlington, Texas?

This quote is from Wikipedia:
"MTA FactsArlington, Texas (pop. 360,000) is the largest city in the United States without conventional fixed-route public transportation. (Arlington operates a demand responsive paratransit service( Handitran.))"
So it depends on whether you count this "responsive paratransit service" (whatever it is) as a "public transportation or not.

Yes, author, it is indeed Arlington. They have voted several times to try to get public transportation, and it almost passed about three years ago. That was the fourth vote since 1996.

A responsive paratransit service sounds like what we in the UK call 'dial-a-ride' - a minibus service that goes where you want and mostly for the disabled.
