And, also, HARRY assembles it. Not Dumbledore. Didn't you read the book?

Dumbledore's assembles senior wizards and calls them the Order of the Phoenix. Harry does it at school to rebel against Umbridge and he calls them Dumbledores Army.

There are two organizations formed in the book:
"Dumbledore's Army." The name was suggested, if I recall correctly, by Ginny, after Cho suggested the "Defence Association," someone said the DA, and then Ginny piped up with "Dumbledore's Army."
Then there is the actual "Order of the Phoenix," which Dumbledore assembles to defeat Lord Voldemort, and they use Grimmauld place as their headquarters.
Here's a very good website, that gives background information on both of the organizations.

Hope this helps!

Re-assembles, strictly, as The Order of the Phoenix had existed previously. This is Dumbledore's group, and earlier members had included the Longbottoms and Harry's parents. Dumbledore's Army, as has been said, is created by Harry from the Defence Against the Dark Arts private classes suggested by Hermione, and named by Ginny.
