The differences that make up nations. The people of Qatar lead a very different lifestyle and have a different form of government than Bahrain. (Qatar's is a parliamentary government and allows even women a place in their parliament, Bahrain is a monarchy.)

"A new era has begun in the relationship between Bahrain and Qatar, following the resolution of their territorial dispute at the International Court of Justice in The Hague on 16 March 2001. In its 70 page judgement, the International Court of Justice drew a single maritime boundary in the Gulf of Bahrain, delineating Bahrain and Qatar's territorial waters and sovereignty over the disputed islands within. Both countries swiftly accepted the verdict.
The International Court of Justice awarded Bahrain the largest disputed islands, the Hawar Islands, and Qit'at Jaradah Island. Qatar was given sovereignty over Janan Island and the low-tide elevation of Fasht ad Dibal. The Court reaffirmed Qatari sovereignty over the Zubarah Strip on the Qatari mainland."
