    It was my understanding that when a nation such as Great Britain, Canada, Australia or Japan has a Monarch as Head of State, then that country's Head of Government is referred to as a Prime Minister. I recently learned that Spain has a King and a President. Why?

    During the Second Spanish Republic 1931-39, Spain had two Presidents. Following the 1936/39 Civil War, a dictatorship followed until 1975 when General Franco died. Upon the restoration of the monarchy, King Juan Carlos insisted on a transition to a democratic society, and encouraged a degree of regional autonomy not previously accepted. see below.

    I'm not sure there's a clear cut answer on WHY other than to say 'that's just how they do it' OR 'that is how it has evolved.'

    Politics of Spain take place in a framework of a parliamentary representative democratic constitutional monarchy.

    The King is the Head of State and Supreme Commander in Chief of the armed forces -- negotiating internationally.

    The President of the Government is the head of government and of a pluriform multi-party system -- negotiating internally.
