I believe Queen Elizabeth II and Tony Balir are fluent in French, but when did they learn the language with Blair reading law at university and the Queen not having a formal education?

Tony Blair learnt to speak french fluently whilst working as a waiter in Paris during his "gap year" prior to University. You may think that the Queen is equally fluent in the language, but I couldn't possibly comment.
