If they speak their local Arab dialects, can a person from Morocco and a person from Iraq understand each other?

There are many "localisms" that different Arab dialects have. A Morrocan and an Iraqi would have only a little trouble understanding each other, as if one were speaking Frissian and the other Flemish. Certainly there are plenty of Morrocans and Iraqis in Israel, but their Arabic, like their Hebrew, has melded over the years into a sort of "Yerushalmi" dialect, which takes the best of their extremes and gives it a new flavor.
