According to this site it looks as if me07 is correct:

The Former Yugoslav Republic of Macedonia is 77 km away from the sea, one less than Serbia.

The other list only shows "developing" nations, ignoring former Yugoslavia.

Macedonia is 77km away, and here is the actual link.

Would you be prepared to accept the Vatican state as a country? If so, it's closer to the sea than Macedonia.

How about The Most Serene Republic of San Marino (Italian: Serenissima Repubblica di San Marino) then, ten miles from the Adriatic Sea?

Also, Wikipedia has an interesting article on the history of San Marino.

If you look at a map of Europe, you would see that Moldova is probably a good candidate.

Depends on whether that water by Bilhorod is a lake, an estuary or a sea inlet. Can't tell on my atlas. Looking at Wikipedia, there's a railway line running across the Black Sea end of it, so I would suppose it counts as an estuary (of the Dnister) or a lake. There are other bar enclosed lakes on the coast nearby. If it is an estuary, then Moldova is about 50 km from the sea - further than San Marino.

That's what I wondered, too, Baloo. This map and another one I can't find now, shows it as a lake--but it's not labelled.

That railroad could be over a span, though.

The 1999 National Geographic Atlas shows it as an inlet on plate 69.

But look at this! It says the closest distance to the sea is 170 km. Doesn't make sense.

    Moldova is a landlocked country.
    http://en.wikipedia.org/wiki/Landlocked_countries
Its distance to the Black Sea is about 40 km, which makes San Marino the better candidate with just 10 km.
