In the Dominican Republic, the traditional name of the capital of the country was changed from "Santo Domingo" to "Ciudad Trujillo".

Rather than 1964, could this have been the 1967 mining "Massacre of San Juan"? The Bolivian president was René Barrientos Ortuño, but I'm not finding a city renamed in connection with all this. Giving it up for the night.

Ciudad Trujillo might be wrong anyway. This site claims that the city had this name 1930-1961.

Another bad guess: La Plata (Argentina). The city was renamed in 1952 as Ciudad Eva Perón; the original name was restored in 1955.

This might be a better guess: Ciudad del Este (Paraguay) was named for the country´s dictator Alfredo Stroessner until 1989 and called Puerto Presidente Stroessner.
