    Are the residents of Puerto Rico full United States citizens?

    All residents of Puerto Rico are statutory US citizens, but the nature of Puerto Rico's political relationship with the US is the subject of ongoing debate on the island, in the US congress and in the United Nations.

    "Because it is not a state of the Union, federal elections are not held on the island, but everyone born in Puerto Rico is a US citizen and may vote in federal elections held in any state or incorporated territory as long as the citizen can claim residence in said state or incorporated territory."

    The Puerto Ricans are not allowed to vote in US presidential elections, though.

    It is a Commonwealth. Pennsylvania, Massachusetts, Kentucky and Virginia are as well.
