Who decreed that the EPL can no longer be called the Premiership, and why? I'm getting tired hearing commentators correct each other.

I'm not finding anything that points to a ban of the EPL being referred to as "The Premiership." Perhaps, you are hearing commentators as they attempt to keep sponsors happy?

Actually no, the first I knew of it was where I read it in the paper, now I hear it every Saturday, it's very annoying. Baloo, I work weekends so I never actually get to watch the football, I listen to the radio, how quaint. It's like forty years ago, I should really say I follow on the old wireless...
