Sphygmomanoneter. http://health.howstuffworks.com/question146.htm
Commonly known in circles that use them as a sphyg. They come in various forms: mercury, anaeroid and digital. I use a digital one, but some people prefer the analogue mercury ones. The sphyg measures blood pressure both systolic and diastolic, but it can't measure the blood sugar level which is so important in diabetes. The pressure of the blood is of importance in various situations, but I've never seen it used when dealing with diabetes. However, I am on the first-aid side rather than the medical, and while I may need blood pressure readings in certain situations, I don't in diabetes. I mostly need to get sugar into someone there, unless it's a case of hyperglycaemia when exercise can help. The medical proffession may well use BP in treating diabetes, http://www.medscape.com/viewarticle/461156_3 which does make the good point that a series of readings should be done on a single instrument as it's often the changes rather than the actual figures that matter.

No one instrument. The easiest way is by the presence of sugars in the urine, and certain other symptoms such as prickly eyes and passing large quantities or urine (without having spent the evening in the pub first!). Diabetes is only diagnosed after quite a lot of testing, and this is a medical matter. Once diagnosed, it can be tested by taking a drop of blood and putting it on a testing stick and checking it, or there is a little gadget that does the pricking of the finger and the testing all in one. This indicates the sugar level in the blood, which is quite independent of the pressure. Some diabetics take insulin, and it is important for them to get the timing right. Too long a gap between the insulin and the meal can cause a drop in blood sugar, which if not corrected can sometimes lead to coma and death. At first, you get behavioural changes - some go quiet and dozy, others start singing and dancing, and some become aggressive. (I've met all three...) This is the stage where action is urgently needed. Too high a level can cause other problems, but less dangerous in the short term. http://en.wikipedia.org/wiki/Diabetes_mellitus is a bit technical, http://www.nhsdirect.nhs.uk/articles/article.aspx?articleID=128 is authoritative (National Health Service of the UK) and simpler to understand.

Glucometer detects blood sugar content.
See: http://en.wikipedia.org/wiki/Glucose_meter
The amount of time necessary to metabolize sugars is what determines whether or not a person suffers from Diabetes. It is under production of Insulin by the Pancreas that is called Diabetes.
"Diabetes 1562, from L. diabetes, from Gk. diabetes "excessive discharge of urine," lit. "a passer-through, siphon," from diabainein "to pass through," from dia- "through" + bainein "to go" (see come). An old native name for it was pissing evil. The noun diabetic is from 1840."

This is a common indicator of the presence of Diabetes.
