Durbuy (Belgium), which has already received the title of town in 1331, prides itself on being the smallest town in the world. Witness of a prestigious past. Durbuy has kept its traditional character and has achieved fame as a place of gastronomy. Durbuy is also called the most beautiful flower town.
According to the Guinness Book of World Records, Hum (Croatia) is the smallest city in the world with a population of only 23 citizens. It was first mentioned in 1102 under the name Cholm, and as such is still known as Colmo in Italy to this day.

The Vatican City is not a city, and if it was it would not have been the least populated city (population:783).
I agree that the question is unclear, does at ask for the smallest city in area or population? But again, it is not a city but an enclave within the city of Rome.

OK, if the area of Vatican City is 44 hectares, Hum is more than 1200 times smaller. Hum's area is approximately 350 m2 or 0,035 hectares. But I agree that Vatican City is not a city.
