Tasmania’s capital city, Hobart, is the second driest capital city after Adelaide, with an average rainfall of 626mm (24 inches), and during summer experiences the most daylight hours of any capital city in Australia. Tasmania’s latitude provides four distinct seasons, which make the state a gardener’s paradise. Snowfalls are common on the higher peaks in the winter months of July to September and support a small commercial ski-field at Ben Lomond in the state’s north-east.
Hope this helps

I doesn't really help as I asked for the driest national capital, and these are regional capitals.

One could consider the Unofficial "Capital of Antarctica" on King George Island with research bases of 12 different nations as being the driest Capital City since Antarctica is the one of driest places on Earth.
"Precipitation averages less than 1" annually. 0.03% average humidity combined with the extreme cold make the South Pole region the world's driest desert."
