The song represents a preservation of a memory. All of the imagery in the song, for example, " a little house on the edge of town, a little front porch going all the way around..." focus on a utopian idea of what the man in the song, or who wrote the song would like to have in his life. What my guess is, is that Birmingham was a place of memory for teh character in the song, so that is exactly what he wants. In essence, the song focuses on a good memory to preserve.
Hope that helped!

The narrator describes an encounter on the beach with an artist who is painting ocean scenes. The singer then asks the painter to paint a picture of the plans that the man and his lost lover had made: "Paint me a Birmingham / Make it look just the way I planned / A little house on the edge of town / Porch goin' all the way around / Put her there in the front yard swing / Cotton dress, make it early spring / For awhile she'll be mine again / If you can paint me a Birmingham."
