Someone told me that it is very, very difficult to obtain a driver's licence in New York and have to spend a lot of money to get that. How far is this true? And which are the countries where it is very difficult to get a driving licence?

Study the guide. Take the written. Make appointment for road test.
NOTE: learn how to parallel park. Learn how to do a PROPER "broken U-Turn" (using mirrors, looking over left shoulder and indicator lights. Keep BOTH hands on wheel at all times.

The difficulty may be from not having the proper documentation. Most states have adopted stricter proof of identity and residency requirements to ferret out terrorists and illegal aliens.
"Unless you have an out-of-state license, you may not apply for a New York driver license without first applying for a learner's permit."
Along with an eye exam, written and behind the wheel tests, this requires six points of proof of identity.
"If you've just moved to New York but you had a photo license in another state, you won't have to go through this rigamarole to get a New York license. Just do the following:
Appear in person at a local DMV office.
Complete Form MV-44 (Application for Driver License).
Pass a vision test.
Surrender your out-of-state license.
Show your Social Security card.
Provide two points of identification and proof of birth in addition to your out-of-state license and Social Security card.
Pay a $10 application fee and the driver license fee with cash, check, money order, or credit card."

I don't know how difficult it may be in other countries to obtain a driver's license. In the United States, most people use their driver's license as their main identification card. State ID cards for non-drivers are usually handled by the division of motor vehicles as well, and require the same documentation.
