What countries do not have a national football (soccer) team?

Getting the ball rolling - the Vatican City is very unlikely to have one.....

I might have fooled both you and myself with this one. I read somewhere that the Marshall Islands was the only independent country not to have a national football team, but according to this site they at least have a soccer association. I don't know if they actually have a team, though. I know the Vatican played a match recently.

The Vatican only played one international match, in 2002, in which they drew 0-0 with Monaco. In 2006 they played a Swiss team, so they are still active. (See the reference above).
The Marshall Islands football association has a website, but it says nothing about results or activity. I therefore assume there are none.

It seems like Nauru and Vatican City have national teams, altough not FIFA members, while the Marshall Islands have no team with any record.
