There was no one particular clan that you can point to and say that they were the first, "'Scots' emerged from the primeval mists wearing their identifying tartans". I copied this from a link off of the one I am providing. The tartan has been referred to as many things such as a kilt, a plaid, and the tartan. The wearing of a tartan has been around for 3000 to 4000 years and is considered part of the Scottish culture, as much as speaking french would be cultural to France. The tartan is a long length of fabric that is worn pleated then belted on, and sometimes a trailing piece would be tossed over the shoulder. Along with the tartans evolution accessories have evolved with it, there are identifying pieces of clan jewelry that are worn with it( rings, broaches, pins). Belts and sporrans also accompany the tartan often made up to the individual and his/her clan.
Tartans also differ from the region the wearer comes from.
The link I am adding to this post has many other links that I spent an enjoyable hour looking through. Thanks for the question I really enjoyed it.

Much of the mystique of the clans and Highlands only dates from the Victorian times when Scottish became fashionable. In Scotland, the pattern of the cloth is tartan and is only called plaid when it is made into a garment called a plaid. Something like a biscuit box with the pattern on would never be called plaid (except in a shop catering mainly for American tourists - such are best avoided). There is a whole lot of rubbish talked about clans and tartans. Source: long time knowledge and family knowledge - Baloo has an ancestral relative with a statue in a glen in Perthshire, and relations in Oban, Ullapool and other obscure places.
