How, from the start of 2002, were confusing swine acronymically used to refer to those who did something, while misspelt wildfowl were used to refer to those who didn't?

...and just to be pedantic:
'BAFFLING PIGS' were - Belgium, Austria, Finland, France, Luxembourg, Ireland, Netherlands, Germany, Portugal, Italy, Greece, and Spain.
'DUKS' were - Denmark, United Kingdom, and Sweden.
