More formally, the royal we is used by monarchs, popes, leaders and so on to indicate that they are speaking not only for themselves, but also for the people who follow them. Similarly, the editorial we allows a spokesman to speak on behalf of an institution. Thus, instead of saying "I think ..." the spokesman or monarch says "We think ..."
This is known as the Pluralis majestatis.
