Yes, and yes.
Barrow is the northernmost "city," while Point Barrow is the northernmost geographical feature.
Point Barrow has some buildings for defense and research. This page has a diagram and description and at the bottom are links to photographs.

Keep in mind that when one speaks of "cities" in Alaska, they are not metropolises. I'm not aware of traffic lights outside of Anchorage, the Mat-su Valley, Juneau, and Fairbanks. (Someone might correct me on this.) Valdez does have at least one, maybe several, 4-way stop signs. Big place!!
