Rather more simply, you can stare with wonder, amazement, joy, terror, delight, incredulity, curiosity, etc. You can only glare crossly, angrily or fiercely. A stare is wide eyed (or unblinking) and lasts some time, a glare is far more often with narrowed eyes and can be fleeting or last longer. Source: Baloo55th (a one-time lexicographer)
