Generally, if there are offsetting penalties and no change of possession, the down is replayed.
However, there are many exceptions, including:
A 15-yard penalty is not offset by a 5-yard penalty.
If one of the penalties results in a disqualification, the player is removed and no yards are penalized.
If the penalties occur after a change in possession, the defensive team retains the ball.
If it happens during a kick that would be a possession change, the defense has the option to replay the down or take the ball after all the penalties are assessed.
